I have examined the accompanying Ordinance entitled --

An.Ordinance..to..provide for certificates of origin in respect of

goods wares and merchandise sought to be imported from certain

places and to provide for the furnishing of import manifests.

and I am of opinion that the Ordinance is one which is not contrary to the

Governor's Instructions,
